Initial release. All of the pircbot java version is implemented except for the DCC classes.

pircbotcpp has been compiled and tested underneath Windows XP as well as Linux Fedora Core 5. However, it should be easily moveable to other flavours of Linux or other Unixes easily. If you have problems, PLEASE DROP ME A LINE, so I can fix 'em.
